The .co.cc space is not an officially authorized second-level domain like .com.au or .com.uk, but actually a domain name offered independently by a Korean freehost company. Although the company itself is not the main culprit, Google has found that most of the sites hosted by http://co.cc are spammy. Its sales practice, however, is enticing to many phishers. The .co.cc company offers a single sub-domain free of charge and also enables customers to register up to 15,000 address in one order for a mere $1,000, or about seven cents a name.
Matt Cutts, head of Googles web spam team, has explained that the search engine has its right to block the whole domain if a very large fraction of sites on a particular freehost are filled with spam and low-quality content.
In a recent report from the Anti-Phishing Working Group, the .cc top-level domain has hosted 4,963 phishing attacks during the second half of 2010. That is almost twice the number found under any other extension.
The .co.cc company claims to have 11.3 million registered domains and 5.7 million user accounts, making it one of the largest domain extensions in the world, even bigger than both .org and .uk.
The .cc top-level domain belongs to the Cocos (Keeling) Islands, a tiny Australian territory found in the Indian Ocean. Other websites with .cc domain are unaffected by Googles changes.
